RC Terblanché is a Partner of Andersen in Seychelles.
He has acquired over 20 years of experience in tax administration at the highest level, primarily with the South African Revenue Service (SARS) and as a consultant working across various African jurisdictions. He assisted in the development and implementation of FATCA/CRS legislation and guidance notes at the Seychelles Revenue Service in 2015.
RC has held several positions within the SARS from 2000 to 2015 interrupted only by a short stint as Tax Manager with PwC in Papua New Guinea in 2005. From being the Manager of strategy and planning, Manager and Senior Manager of enforcement risk planning, and finally competent authority for exchange of information, RC has been actively involved in the development of the tax administration framework over the years.
RC has, since 2013, performed consulting work for the GIZ and the African Tax Administration Forum (ATAF) under various projects in setting up Exchange of Information (EoI) units for African Tax Administrations. His work includes conducting training courses and materials, developing models, templates and procedures, issuing EoI handbook for Revenue Authorities, identifying and highlighting shortcomings, and making recommendations to improve quality.
RC is one of the foremost experts on automatic exchange of information (AEOI) in Africa, and he is consulting more than 15 financial institutions in South Africa, Seychelles, Botswana, Namibia and Cayman Islands. During his GIZ ATAF consulting works, RC has intervened in Cameroon, Ghana, Nigeria, Togo, Burundi, Kenya, Rwanda, Tanzania, Uganda, Zimbabwe, Swaziland, Lesotho, South Africa and Seychelles.
