Joshua Ogwal is a partner in Ligomarc Advocates’ finance, power and infrastructure practice. He advises government agencies, development finance institutions, regulators, banks, and project sponsors on complex, high-value transactions where financial exposure, regulatory accountability, and operational continuity intersect—delivering execution-ready documentation and governance structures that withstand commercial, legal, and reputational scrutiny, consistent with Ligomarc's Vision 2030 & Beyond agenda. Joshua's work spans fund and scheme structuring, project finance, energy and infrastructure concessions, regulatory and compliance advisory, dispute and crisis management, and transaction risk management—including matters involving power distribution licensing, major hydropower EPC frameworks, and development finance product design. His representative experience includes leading support to UDC on conceptualisation, structuring, governance, and regulatory framework design for the Industrial & Economic Development Fund (IEDF); advisory to the Electricity Regulatory Authority (ERA) on the Umeme concession and licensing matters; advising Kinyara Sugar on power/energy financing including a US$40m bagasse power plant financing; advising Uganda Development Bank (UDB) on transmission and energy projects; structuring working capital/guarantee schemes for UECCC World Bank funded facilities; and advising on procurement/PPP frameworks for the CWE Isimba Hydropower Project.
