Carlos Peña is a Partner in the Public and Regulatory Law practice at Andersen in Spain, specifically in the Madrid and Valencia offices.
Previously, he was a founding Partner of Urbe Asesores Jurídicos, a firm specializing in urban and real estate law, since its creation in 2001 until joining Andersen in 2018.
Carlos has extensive experience in the planning, management and execution phases of urban development as well as in the technical leadership of contentious-administrative procedural practice and civil litigation acquired during his 25 years of professional experience. This allows him to have a transversal approach to real estate projects in any of its phases.
He is an expert in urban planning law and has a deep knowledge of civil law, which gives him a broad vision of the processes regarding urban land transformation, especially in re-parceling and expropriation projects.
As an expert urban planning lawyer, Carlos was part of the legal team in the only ICSID arbitration procedure (World Bank), filed against the Kingdom of Spain in urban planning matters.
Carlos has participated as a speaker in numerous courses and conferences. He is often a contributor and a columnist in different media outlets as well.
He teaches at the Instituto de Práctica Empresarial (IPE), a business school in the real estate sector, where he is a member of the Real Estate MBA faculty, as well as the Escuela de Técnica Jurídica.
